Welcome back to the May 2021 issue of "Be Here".

Mathews County's busiest season is officially in full swing! 

Looking out on the Chesapeake, Mobjack Bay, and Piankatank River, we can see locals and visitors alike enjoying the natural wonders that Mathews has to offer. Whether you're kayaking, boating, fishing, or simply strolling along Haven Beach, now is the time to take advantage of our beautiful County with summertime activities.

May in Mathews was filled with local events for everyone to enjoy, from the
Farmers Market held each Saturday in Mathews' historic downtown, to Markets on Main!, and of course, the annual Tour de Chesapeake.  

June in Mathews is shaping up to be packed full of local events, from the
Mathews County-wide Yard Sale on June 5th, the  Gwynn's Island annual Chicken Dinner  on June 25th, to the  Gwynn's Island Race on June 26th. 

Take a stroll down Main St. and pop by the Mathews County Visitors Center (MCVIC) to check out these upcoming events and more. Mathews County has so much to offer its citizens this summer and you don't miss out on major upcoming events like the
Mathews Outdoors Club Micro-Triathlon on June 5th!

County Department Updates
Administration

Virginia Port Authority Awards Mathews!

On May 25th, the Virginia Port Authority unanimously voted to award $1,500,000 to Mathews County for the purpose of dredging the Hole in the Wall channel. 

The Virginia Department of Transportation (VDOT) has additionally provided $19,000 to Mathews County to facilitate with the County obtaining permits for dredging to expedite this project to proceed concurrently with the Gwynn's Island Bridge rehabilitation project. 

Federal American Rescue Plan Act

The Federal American Rescue Plan Act, signed into law by President Biden on March 11, 2021, will result in $1,715,901 additional revenue for the County, which will be received in two separate equal payments of $857,950.50. The Mathews County Public School system expects to receive funds as well. 
Federal and State guidance on the use of the funds is still under development at this time.

One permissible use is to recover revenue lost due to the pandemic and/or it may be used for expenditures that were delayed or withdrawn due to the pandemic. It may also be used for utility infrastructure including broadband. 

Memorial Day Holiday - May 31, 2021

As a reminder, all Mathews County offices will be closed on Monday, May 31st, in observance of the Memorial Day holiday. We hope that everyone has a wonderful holiday with their loved ones.

Emergency Services

New RAVE Mobile Emergency Alert System

As of October 31, 2020, Mathews County retired CodeRED and upgraded to Rave Mobile's "SMART911" Emergency Alerts System. 

We recommend that all Mathews County citizens (including those previously enrolled in the CodeRED program with a cellphone and/or email)
 sign up  as soon as possible in order to receive emergency warnings directly to your home phone, cell phone, and/or email. It’s easy and only takes a few minutes, stay safe in Mathews with our SMART911 system!

Three Rivers Health District COVID-19 Updates

Press release by Dr. Richard Williams on 05/23/2021

Pandemic status:  The US continues to improve
• Case numbers across the United States have improved; the current case rate in the US is about 27,000/day 7 day rolling average. Only a few states are reporting increasing case rates.

• Virginia continues to improve as well, our new case rate is about 400/day 7 day average.

• The Three Rivers Health District is stable at very low new case rates; our new case rate is averaging less than 10 cases/day.

• Across Virginia, about 53% of the population has received at least one dose of the vaccine. In Three Rivers, about 56% of our population over age 18 has received at least one dose.  Over 80% of our Three Rivers residents aged 65+ have received at least one dose.


K-12 School Status:  In-Person Learning has Been Very Successful

• The CDC published comprehensive K-12 school guidance based on latest evidence concerning viral transmission in children and adolescents and on the experience base gained during school operations over the past year. The guidance, which facilitates return to in-person learning, leverages the protective measures we have had in place all year and is tied to levels of community transmission.  The guidance stipulates universal and correct use of masks, maintaining at least 3 feet of physical distancing, handwashing and respiratory etiquette, cleaning and maintaining healthy facilities, and maintaining effective case investigation/contact tracing in cooperation with local health departments.  The detailed CDC school guidance can be found here. 

• The VDH and VDOE have also revised guidance concerning school operations. The VDH/VDOE language emphasizes the benefit of 6 feet as standard practice, but accepts 3-6 feet of social distancing with masking if 6 feet cannot be maintained with a full return to in person learning, at all levels of community transmission.

• All schools have pursued in-person learning with great success this spring; with expansion of vaccine availability to 12 year olds and above, and the potential for all school children to be eligible for vaccination this fall, safe full in-person learning potential for the next school year.

• The VDH is piloting a COVID-19 school testing program, to enhance safety and confidence for in-person school attendance. This program will expand in the fall.

Good News! Everyone now can make their own vaccination appointment.
 
Virginia is now in Phase 2 of the COVID-19 vaccination program. All individuals age 12 and over are eligible to receive a COVID-19 vaccination.  The Three Rivers Health District has moved away from the preregistration process to provide links to appointments at specific vaccination events.

WIFI To Go

"WiFi To Go" is Now Available

The Mathews Memorial Library's "WiFi To Go" is still in full swing!

"WiFi To Go" is a new service that to provides high speed internet access to library patrons anytime, anywhere. "WiFi To Go" is a kit that library patrons age 18 or older can check out for up to 3 weeks with renewals possible.

The kits are available for immediate circulation as long as they are available or can be reserved for checkout. The kit includes a Verizon MiFi hotspot and external omnidirectional antenna along with a MiFi Quick Start Guide. Unlimited internet data service is provided by Verizon Wireless.

A WiFi hotspot is a device that you can use to connect a wireless-enabled laptop, smartphone, or tablet to the internet. The hotspot is portable and allows you to stay connected wherever you are, provided there is adequate cellular phone data coverage. To enhance coverage in dead zones, the hotspot can be connected to the external antenna included with the kit. Up to 5 devices may connect simultaneously.

Planning and Zoning

New Point Comfort Lighthouse Restoration Updates

We're sure y'all are as anxious as we are to see our beloved New Point Comfort Lighthouse (NPCL) completely restored! Here are a few updates to hold you over...

The NPCL restoration project's most recent work includes: 

•  The installation of the mica schist gallery deck pavers has been completed.

• Substantial progress on the Masonry Wall for the Lantern Room and completion of the metal restoration on the door from the Lantern Room to the Gallery Deck.

• The metal restoration is complete on the Cupola Top, the Gallery Deck Railing, and the Lantern Pedestal; the Cupola Top has been primed while the railing and pedestal have been repainted. 


Here's what's happening next: 
• Finishing the Masonry Wall for the Lantern Room
• The re-installation of the Cupola Top, the Lantern, and Pedestal
• Conducting Dutchman repairs on the eroded sandstone blocks 
• Repointing down the structure of the NPCL

May is Adult Abuse Awareness and Prevention Month

There were a total of 37,398 reports of adult abuse, neglect and/or exploitation made in the Commonwealth of Virginia in 2020. Adult Protective Services serves adults over 60, as well as adults with an incapacity between the ages of 18 – 59.

As a community, it is important to remain mindful of our older adult neighbors, family members, and friends and to report any concerns related to possible abuse, neglect or exploitation. A visit or telephone call reduces social isolation and helps to eliminate a primary cause of self-neglect in this population.  

If you observe something suspicious, do not hesitate to contact the 24-hour Virginia Adult Protective Services Hotline at
1-888-832-3858 or the local Mathews Department of Social Services at 804-725-7192. 

May is National Foster Care Month

As of May 1, 2021, there are  5,258  children in foster care in Virginia.  Of those, 52% are male and 48% are female. The largest age group of foster care children are between 13-17 years old. Most of the children in Virginia were removed from their families due to neglect in their home. 

Every May, our agency celebrates Mathews’ resource/ foster families with dinner and training while focusing on taking care of themselves.  This year, our agency made  “Family Movie Night”  themed gift baskets for our resource families. The baskets included a gift certificate to Southwind's Restaurant, promo codes for Redbox rentals, popcorn from Northern Neck Popcorn Company, the movie “Instant Family”, candy and other treats. The items for the gift baskets were purchased with grant funds. Due to COVID-19, this year’s training, titled “Self-Care”, was held via zoom for our families.

Eight Smart Data poles located strategically throughout Mathews County and paid for by the Virginia's CARES Fund, have been erected to help YOU get connected!

Access to the new Smart Data poles is simple and free to the public with no password required. Just follow these instructions:


• Drive/walk up to within 600 feet of the Smart Data Pole
• Go to your device's WiFi menu
• Select the "Mathews C.A.R.E.S" network
• You are now connected!
 

Each Smart Data pole is equipped with Cradle Point routers and solar lighting for safety and identification at night. Smart Data Pole users may expect download speeds of 25 mbps and upload speeds of 3 mbps and up.

FY22 Budget Adoption

The Board of Supervisors voted at a Special Called Meeting on May 11, 2021 to adopt the proposed FY22 County Budget. 

Mathews Monument Referendum Language

At their May Regular Meeting on 05/24/2021, the Board of Supervisors approved the following referendum language that will appear on the November 2nd, 2021 Ballot regarding the Mathews Soldiers and Sailors Monument. 

"Shall the Mathews County Board of Supervisors relocate the Soldier's & Sailor's Monument located at the corner of Court and Church Streets on the Historic Court Green?" 

Public Hearing: Budget Amendment

At their May Regular Meeting on 05/24/2021, the Board of Supervisors voted to advertise a public hearing for Tuesday, June 22, 2021 at 6 PM in the Harry M. Ward Auditorium in order to amend the current fiscal year FY21 Budget.

Mathews County is in receipt of the first tranche of the American Rescue Plan Act funding. Virginia State Code requires a public hearing any time a budget amendment exceeds 1% of budgeted expenditures. 


Planning Commission

Public Hearing: Scale Solar Facilities

At their April 21st, 2021 regular meeting, the Mathews County Planning Commission held a public hearing regarding a potential amendment to the Comprehensive Plan regarding utility scale solar facilities.  Staff and the Commission had been researching this topic for much of the past year.  Staff prepared two draft statements, one which was supportive of such facilities and one that was not.  At the conclusion of the hearing, the Commission voted 4-1 to recommend that the non-supportive statement be included in the Comprehensive Plan.  That statement reads as follows:

Mathews County faces numerous development constraints due to environmental factors, including poorly drained soils, floodplains, wetlands, and Chesapeake Bay Preservation Act buffer areas. To minimize the impact on the environment, solar facilities should not be located in any of the aforementioned areas. Furthermore, the prevalence of these areas across the County means that developable land is in short supply. Given the large area requirements of utility-scale solar facilities, these facilities should not be located in Mathews County so that developable land is preserved for residential, commercial, or agricultural uses as identified elsewhere in this plan.

This recommendation was presented to the Board of Supervisors at their May Regular Meeting on 05/24/2021 and was approved for a subsequent public hearing for formal adoption into the Comprehensive Plan.  The Comprehensive Plan is a guidance document; the language is not binding law or regulation. Ultimate regulatory authority for approving or denying any specific application for a solar facility rests with the Board of Supervisors.

The public hearing regarding the Scale Solar Facilities will take place at the Board of Supervisors June Regular Meeting on June 22 at 6PM in the Harry M. Ward Auditorium.

Treasurer's Office

DMV Select Information

During these uncertain times, there have been a number of questions brought up about the Mathews County DMV Select office located in the Treasurer's office at 10644 Buckley Hall Road, Mathews, VA 23109. 

As of September 28, 2020, the Mathews County Treasurer's office began implementing appointments for all vehicle and trailer title transactions, including substitute or replacement titles. Citizens may schedule an appointment
here. 

The Treasurer's/ DMV Select office is still allowing walk-ins for the following transactions: registration renewals, reissue of lost or stolen decals, reissue of plates, overload permits, handicap placard or handicap plates, driving transcript or compliance summary, address change, or surrendering plates. As a reminder,
Driver's Licenses and/or IDs are not issued at this DMV Select location.

Voter Registrar

Are You Interested in Becoming a Local Office Candidate? 

Citizens interested in becoming a local candidate in the November 2, 2021 election should review the Department of Elections website for up to date instructions, ballot access requirements, and deadlines. 

Potential candidates are also welcome to pick up informational packets at the Voter Registrar's Office
located at 10604 Buckley Hall Rd, Mathews, VA 23109. Office hours are from 8:00 AM - 4:00 PM Monday to Friday; citizens may also contact the office over the phone at 804-725-3200.

Upcoming Democratic Primary - June 8th, 2021

The Voter Registration and Elections Office will be holding a Democratic Primary on June 8, 2021. The last day to request an Absentee ballot by mail is Friday, May 28, 2021 and the last day of in-person absentee voting at the Elections Office is Saturday, June 5, 2021 between the hours of 8AM - 4PM.
All precincts will be open from 6 AM - 7 PM on June 8, 2021. 

Please remember to bring a valid photo ID or proof of residency.

Mathews Micro-Triathlon Series 1-4

2021 MMTS Series - Registration is open!

What’s a
Micro-Triathlon? The micro triathlon contains the same components of a “regular” triathlon: swim-bike-run, with much shorter distances for each of those 3 legs. The open water swim is 0.2 miles, the bike leg is 8 miles and the run portion is 2 miles.

This year's Micro-Triathlon is sponsored by the Mathews Outdoors Club and will be held on the below dates starting 7:30 AM at Williams Wharf Landing.

Clean up Mathews! 

The Mathews Visitor Center (MCVIC) holds several annual Community Cleanups each year to keep our wonderful county beautiful. Residents are encouraged to sign up and participate in picking up trash along the roadways in Mathews. 

The first Community Cleanup was held this April during Earth month, were you able to attend? Mark your calendars and register here because MCVIC is prepared to hold another cleanup on November 13th, 2021 at 8AM (Rain date: November 20th). 

MCVIC has also launched a new tracking mapping tool for citizens and cleanup groups to log their on-going cleanup efforts in Mathews County! The goal of this map is so that citizens, Adopt-a-highway participants (AAH) and cleanup coordinators can track on-going cleanups in Mathews, and target areas that have not been focused on.

We hope that when residents can see the data visually, they will see that small individual efforts do collectively make a huge difference. Please help us make this a powerful platform for our community by submitting your cleanup to the survey to:

Markets on Main

Markets on Main!

The Mathews Main Street Committee is now introducing "Markets on Main," a partner event to the Mathews Farmers Market and Bay School Artisan Markets.

Occurring on the third Saturday of the month between April and August, this event features vendor markets all around Main Street, along with live entertainment, and food truck options.

June 19th!

Mathews Farmers Market is now back in business! Every Saturday between the months of April - October, the Mathews Farmers Market runs from 9AM - 1PM and offers amazing local options for citizens.

On the third Saturday of the month from April - August, catch the Farmers Market in tandem with the new "Markets on Main".

Mathews Market Days 2021

It looks like Mathews Market Days will be returning for the 2021 season! 

Although the Market Days festival will undoubtedly look different than previous years due to the on-going COVID-19 pandemic, here are a few details for this year's event. 


Mathews Market Days will be held on
one day, Saturday, September 11th, 2021 from 9AM to 5PM. Road closures will begin Friday, September 10th and end on Sunday, September 12th at 12 NOON to allow proper time for set up and clean up. 

Unfortunately, there will be no Saturday night dance, however, there will be a stage set up at the L. Wayne Hudgins Pavilion which will include music during the event. 

In order to practice safe distancing, the 2021 Market Days event will not include a children's area. 

Market Days
WILL be holding the Annual 5k Run, sponsored this year by the Mathews Outdoor Club and the Annual Car Show WILL be held at Thomas Hunter Middle School.

The Mathews Market Days event will be following all VDH and CDC Guidelines as well as Governor Northam's executive orders in order to provide a safe experience. Hand sanitizer, masks, and safety signs will all be present.  

We hope that you're as excited as us to return to this wonderful event!

Running

Gwynn's Island Race - June 26! 

Now in its sixth year, this race, hosted by the Mathews Outdoors Club, typically coincides with the annual Gwynn’s Island Festival always on the 4th weekend of June. The 2021 race includes options for runners & cyclists: a 4 mile run, a 10 mile bike, or combine them for a Duathlon. Hang around after the race to enjoy the festival at one of Virginia’s most unique locations, Gwynn’s Island. Proceeds from this event will be donated to local school athletes.

Director of Social Services! 

Director of Mathews Department of Social Services, Tiffany Gordon, talks about her position and the vital role her office plays in Mathews County with Caroline Oxley, Communications Manager, for Mathews.  


Mrs. Gordon, what is your position and how long have you been affiliated with Mathews County?


"For the past five years, I have had the pleasure of being the Director of [the] Mathews Department of Social Services."


What exactly are the functions of your office?

"We assist citizens in meeting their basic needs and we protect those who are most vulnerable."



Could you speak about the vital programs your office offers Mathews County? What programs are utilized the most in Mathews?


"Our agency determines eligibility for benefit programs such as Supplemental Nutrition Assistance Program (SNAP), Medicaid, Temporary Assistance for Needy Families (TANF), Child Care, and Energy Assistance (Fuel, Cooling, and Crisis).

Additionally[,] we provide Adult Protective Services to those age 60 and older or those who are over the age of 18 and disabled. [We also offer] adult services, child protective services, prevention services, foster care services, and we conduct court ordered home studies.

We [also] coordinate community programs that are not funded or offered by the state such as: Back to School supplies, Fresh Start (back to school clothing), Thanksgiving Baskets, and the Christmas Store.

Our agency collaborates with Hands Across Mathews to assist citizens with their needs and home repairs. We [are able to offer] grant funding to assist with transportation or minor car repairs, childcare, prescription medication, rental or mortgage payments, assistance with power bills, and [...] grandparents raising grandchildren or other relatives, which can assist with a variety of needs.

The most utilized programs in [Mathews] County are SNAP and Medicaid."  



Could you speak about your support staff and their valuable roles? 


"We have a team of 17 individuals including myself [in the Department of Social Services]. Our Administrative Support staff of four operate everything from the front desk, agency finances, and multiple community programs. Not to mention the invaluable administrative support they offer to [the rest] of staff.

Our Benefit Team [includes seven individuals, who] last year completed actions on 984 SNAP cases, 61 TANF cases, 1,926 Medicaid cases, 16 child care assistance cases, 143 fuel cases, 83 cooling cases, and 22 crisis cases. There were 2,041 residents in Mathews who received benefits in SFY 2020.

[Additionally,] the Services Team [which includes five individuals,] provided Adult Protective Services to 41 individuals, Child Protective Services to 141 children [and offered] Foster Care, Adoption, and Prevention services as well as conducted court ordered home studies [in 2020]." 


Could you speak about a particularly proud moment you've had while working with Mathews County Social Services?


"Every day, I have the opportunity to work with the most amazing team of selfless individuals who enjoy serving the citizens of Mathews County. When we are faced with a crisis or problem, this team comes together to help each other like no other team I have ever worked with or witnessed.

I am particularly proud [that] our agency pass[ed] our Title IV-E Review, and last year, we had a case that was submitted to the Federal Title IV-E Review that [also] passed.

Additionally, while we have not received the state reports [at this time], we have been verbally told [that] we had a case pass the Virginia Child and Family Services Review with a perfect score [and that] we had no errors on our Management Evaluation Supplemental Nutrition Assistance Program (SNAP) Review. These reviews are extremely hard to pass[,] not to mention [that we were without errors]. And[,] we did [this] during a pandemic [while] facing telework challenges. This team ROCKS!"


What do you enjoy most about your role? 


"There are too many [possible] answers to this question[,] so I will leave you with this: I love watching the community of Mathews come together and collaborate to meet the needs of our citizens[,] no matter what [the challenges are]. We may be small[,] but we are mighty when we all come together to serve our community."

Mathews County is a lively, event-filled community that offers exciting public events each year. From the downtown Farmer's Market, Bay School Community Arts, the Tour de Chesapeake, to the Mathews Market Days craft festival, you'll always find a spectacular event here in Mathews.  

Coming up is the
Micro-Triathlon Series starting on June 5th, Markets on Main! on June 19th, and the Gwynn's Island Race on June 26th! 

The Mathews County Visitor & Information Center (
MCVIC) located at Sibley's General Store in downtown Mathews, is the gateway into all county touristic events. Pop on over to their website or stop by during their updated hours Tuesday - Saturday from 10 AM - 4PM & Sunday from 12 PM - 3 PM to catch up with the latest events!
