Mathews County currently has a legal services agreement with Daniel M. Stuck, Attorney at Law. The Board of Supervisors wishes to explore and evaluate available options for provision of County Attorney services at this time. The County is seeking interested individuals or firms that have experience in local government law.
Mathews County is governed by five elected County Supervisors who establish policy and execute the business of the county through the County Administrator. The County Attorney serves at the pleasure of the Board of Supervisors.
Respondents should deliver a signed hard copy and one electronic copy by 4:00 p.m. on March 29, 2019 to the address noted above.
Responses should be clearly marked with the name and address of the respondent and the title of this RFQ “Mathews County Legal Services”.
An acceptable response shall fully address the submission requirements, be signed by the respondent, and be submitted on time to the proper address. Any response that does not comply with the instructions provided shall not be accepted
The Board of Supervisors and County Administrator will review the submissions and determine a short-list of the best-qualified respondents for in-person interviews.
Required Services Include:
Timely and relevant legal counsel for the Board of Supervisors and County Administrator
Representation in litigation proceedings directed against the government and directed by the government or a plan to handle such litigation matters
Recommend, prepare, and present ordinances as directed by the Board of Supervisors
Work with County staff in the interpretation, implementation, and adherence to all applicable statutes, regulations, and ordinances to ensure compliance
Assist with legal issues related to the acquisition, disposal, transfer, lease and management of real estate and property
Attend and participate in all Regular Meetings of the Mathews County Board of Supervisors
Participate in departmental meetings at the request of the County Administrator
Ensure all legally binding documents and correspondence involving the County are accurate, legally sufficient, and support the intent and vision of the Mathews County Board of Supervisors
Ability to effectively represent a publicly elected board
Experience responding to legal inquiries on behalf of and by local government officials
Experience in preparing, proposing, and advising on legislation
Statement of interest outlining experience and qualifications with focus on evaluation criteria noted above
Resume of prospective County Attorney
Three professional references that Mathews County may contact to validate experience, professionalism, trustworthiness, and ethical standards

Drainage Repair/Replacement Project – Lee-Jackson Elementary School Mathews County, VA
Location: to the rear of Lee-Jackson Elementary School on Church Street in Mathews County.
Description: Furnish a proposal to support the design, construction, and overall project management for repair and/or replacement of the failing outfall drainage pipes to include, but not be limited to, the following:
- Environmental compliance
- Utility relocation and design (if necessary)
- Quality assurance and quality control
- Construction Management
Pre-bid meeting & project area walkthrough – A project pre-proposal meeting for potential offerors will be held Tuesday May 29, 2018 at 10 AM – Historic Courthouse, 27 Court Street in Mathews, Virginia

Proposal Submittal Deadline & Location: Friday June 8, 2018 at 4 PM – Planning & Zoning Office, 50 Brickbat Road in Mathews, Virginia.
The purpose of this RFP is to determine if a qualified offeror is available for award of a design-build contract for the project. The project involves unearthing and replacing existing drainage pipes, junction boxes, inlets, outlets, and other drainage structures. The project consists of a base bid and two additional sections. Issuance of an award for the additional sections is contingent on bid amount and available funds. Refer to sketches by Ballou, Justice, Upton & Associates and Thomas Hunter School Site Plan by Wayne Lewis LS in bidding documents.
Replace approx. 260 LF twin 42” metal pipe with equivalent size pipe – material to be determined by expected surface traffic. Install riprap scour protection at outlet. Replace existing concrete junction box and yard drain. All disturbed areas to be recovered with topsoil, seed, and straw.
Additive section #1
Replace approx. 300 LF twin 42” metal pipe with equivalent size pipe - material to be determined by expected surface traffic. Connect downstream end of new pipe to new junction box in base bid. Replace existing junction box and yard drain approx. 100 LF upstream of new junction box in base bid. Terminate pipe at upstream end in existing riprap open pit.
Additive section #2
Replace approx. 200 LF twin 42” metal pipe with equivalent size pipe - material to be determined by expected surface traffic. Replace riprap open pit with concrete junction box and yard drain at downstream end of pipe. Install headwall and inlet at upstream end of pipe.
